Postal service privatisation Law was rejected by The Upper House.
Here's the lecture of articles of Japanese constitution. Usually all the laws should be passed both through the House of Representatives and the Upper House except for two cases - one is to nominate the prime minister and the other is to decide the national budget, in these two cases, these don't have to be passed through two Houses, if the decision were passed in the House of Representatives first, even if it were rejected, the decision made by the House of Representatives is going to be the final decision.
But postal privatisation laws belong to other than two exceptions so those which were rejected are supposed to be voted again in the House of Representatives, then the bill has to gain two-thirds of majority again. Otherwise the bill was thrown away.
That's why Mr Koizumi disolved the House of Representatives today.
Next election will be held soon.
Last time I was nominated as the candidate of the election of the House of Representatives in The Democratic Party of Japan, but I was ruled out not waiting the final selection, I was among 10 who nominated in our district.
Mr Koizumi is very serious to have the bill pass I just wonder I might be the candidate of the Liberal Democratic party.
I am an adamant advocate of privatisation of Japan Postal services.

The Postal Office is like a combination post-office, bank, and insurance company, if I understand correctly. The Postal Office will be disolved into four organizations. Will all of them be private?
Also, what's the real reason for the election?

The postal privatisation law should be passed again in the House of Representatives again, it has to get two-thirds of all votes in the House again.
The real reason of the election is he needs to win this two-thirds to be able to have this bill pass, so he needs to ask Japanese nationals' trust on his policy about this issue.
This is going to be the very sever battle between diehard conservatives who prefer postal servise being national and who wants to privatise.
This is a real war.
As to the functions of the postal serveces of Japan, you are right. It is a conglomerate of not only postal services but a banking and insurances, so total asset of Japan Postal services are over Y4,000,000,000,000 ( that is $40,000,000,000 =$40 billion worth ) ,and almost all has been used under the name of public investment in various infrastructures -bridges and high ways, etc.)
