Why the Upper House is Needed

Our national congress-diet in the Lower House has got 2/3rds of majority. Even if almost all the bills were rejected in the Upper House, if the Lower House again approved the bills in 2/3rds majority, the bills would be likely to be the law. So some people again started arguimng the uselessness of the Upper House. Probably many pele don't know why two congresses are needed.
Important issues like the nomination of the premier & the annual budget, even if the Upper House rejected the issues, the superiority of the conclusions in the Lower House is admitted. Because those two issues are immenent to be approved without delay. Because if premier were not nominated, if the budget were not passed, they affect our daily life very seriously. The question is whether there's cases that requires 2/3rds majority in the both houses. The answer is yes. -What's that?
It's an amendment of constitution. For the ammendment of the constitution, it requires 2/3rds of majority in both houses, and over half of approval of referendum.
Human history bore the two parliament system after -probably repeated mistakes made recklessly by such people who are not well versed in the constitution itself.
