Why Mr Koizumi Dissolved The Lower House?

His reform bill of postal service privatisation was passed through the House of Representatives first then sent to the Upper House then rejected. Some TV or other media repeatedly raising the question saying why Mr Premier dissolved the Lower House while still the constitutions of the Upper House remain to be the same, if again rejected in the Upper House, what he would do.
The answer was simple. The bill will be passed if it has got 2/3rds of majority in the Lower House again even if it were the one that was rejected in the Upper House. That is the technical reason why Mr Koizumi dissolved the Lower House even though his bill was rejected in the Upper House.
I got curious when I noticed many news people didn't know the rule & regulation of constitution as to how to deal with the bill in parliament. This is the reality of this country.
