Constitution -the Last Citadel

Even if all the bills were passed, constitution cannot be changed unless 2/3rds of both houses say yes. Constitution will keep on being the last citadel of democracy. If like the election of this time, one house happened to get 2/3rds of majority, nothing cannot prevent it from voting whatever the one House likes, nobody knows what will have become of our country.
Thanks to the continuing existence of the Upper House, constitution cannot be changed so easily only from one House. Besides the Lower House is to be dessolved by the premier though no one can dessolve the Upper House, whatever happens the Upper House never cease to exist. So that will keep on representing the will of the people even if dictator appears.
All those are regulated under the democratic constitution.
